MCA Human Element, Leadership and Management – Operational (HELM-O)

Who should do this course?

The HELM Operational-level certificate is required when applying for the following MCA CoCs:

• Master 200 (Code Vessel) & OOW 500 (Yacht) – Limited / Unlimited
• Master 500 (Workboat)
• Master 500 (Yacht)
• OOW 3000 (Yacht)
• Chief Engineer Y3 (500)
• Chief Engineer Y4 (200)
• Officer of the Watch (Unlimited)
• OOW (Tug) 500 (Near Coastal)
• Fishing Vessel Class 1
• EOOW (Merchant)
• Electro-Technical Officer (ETO)

Course Content

The MCA HELM O course is delivered using a practical, interactive approach, combining classroom learning with group discussion, scenario-based exercises and assessed student presentations.

• Human factors in maritime operations and their impact on safety and performance
• Situation awareness and risk assessment
• Effective communication and teamwork within a maritime organisation
• Leadership, management and appropriate challenge at the operational level
• Performance Influencing Factors (PIFs) and risk mitigation
• Maintaining situational awareness in routine and non-routine situations
• Structured decision-making and risk management
• Developing and supporting a positive safety culture
• Caring for persons on board and managing operational responsibilities

Course Pre-requisites

To attend the MCA HELM Operational course, candidates must:

• Minimum 18 years of age
• Hold the required sea service for their chosen certification route (see relevant MCA M-Notices). For students in the yacht sector, this typically requires a Yachtmaster Offshore CoC or Yacht Rating
